The Carlingford Precinct is a 3 stage project for the transformation of the area around the Carlingford Railway Station. The three stages are:
Stage 1: 7 – 13 Jenkins Road & 2 – 14 Thallon Street
This stage creates 408 residential apartments and 8 retail suites.
Stage 2: 1 – 7A Thallon Street
This stage creates 183 residential apartments with ground floor retail.
Stage 3: Pennant Hills Road & Shirley Street
This stages sees the development of 450 residential apartments and is the final stage of the Carlingford Precinct.
Tony Merhi saw the importance of this precinct and began acquiring the properties that form these sites in 2004 and amalgamating them into the development sites that they are today. This precinct was identified by the New South Wales Department of Planning and Environment, which designated the area as an Urban Growth Area, rezoning it for Medium Density development which allowed it to be developed up to 18 levels in some areas. The aim of designating the area for Urban Growth was to accelerate the housing supply which in turn should lead to an increase in commercial, retail and leisure offerings. Infrastructure improvements, such as the North West Rail Link and the North Connex tunnel assist with these aims. This foresight and patience has paid off with the site now capable of being developed into 1,041 residential units.
The Carlingford Precinct is a substantial development with part of the Development Approval process requiring the redirecting and undergrounding of the overhead power lines which cross directly through the middle of the 3 stages. This is a significant undertaking which is being done in conjunction with Ausgrid, who will divert the lines around the site and then under Pennant Hills Road.
